David Howell - The Right Honorable Lord Howell of Guildford - is a former Secretary of State for Energy and for Transport in the UK Government and an economist and journalist .
Currently he is the House of Lords Deputy Leader of the Opposition, and Foreign Affairs Spokesman. David Howell has been President of the British Institute of Energy Economists since 2003. He is also a Member of the Financial Advisory Board to The Kuwait Investment Authority as well as the European Consultant to Japan Central Railway Co. and to Mitsubishi Electric ,Europe BV.
David Howell is a regular columnist in the Japan Times and an occasional columnist in the Wall Street Journal and the International Herald Tribune. He is the author of twelve political pamphlets and four books, Blind Victory, Freedom and Capital, The Edge of Now and Out of the Energy Labyrinth.
