David Howell - The Right Honorable Lord Howell of Guildford - is a former Secretary of State for Energy and for Transport in the UK Government and an economist and journalist .
Currently he is a MINISTER OF STATE in the Foreign and Commonwealth Office, responsible for the Commonwealth,for all aspects of international energy security and for all Foreign Office business in the House of Lords.
He was formerly Lords Deputy Leader of the Opposition, and Foreign Affairs Spokesman. David Howell is President of the British Institute of Energy Economists (since 2003) and Honarary Chairman of the Windsor Energy Group. Until his appointment as Minister of State he was Board member of the Centre for Global Energy Studies . also a Member of the Financial Advisory Board to The Kuwait Investment Authority as well as the European Consultant to Japan Central Railway Co. to Mitsubishi Electric ,Europe BV. and to the Hermitage Global Fund .
Again until joining the Government he was a regular columnist in the Japan Times and an occasional columnist in the Wall Street Journal and the International Herald Tribune. He is the author of twelve political pamphlets and four books, Blind Victory, Freedom and Capital, The Edge of Now and Out of the Energy Labyrinth.
